Peerage System in the Second Potomac Empire, De Le Croix I.
The Peerage System was long a tradition of Camarilla (and pre-Camarilla) civilization. The Second Potomac Empire, one of the most strategically-important holdings of the sect, was known world-wide for its extensive Elysia and material wealth: rivaling some European cities for sheer power. The political system of the Second Empire was multi-layered and opaque. Yet, the title peer position of a given Kindred was usually a good indication of their relative power within the nine Domains of the Empire.
------------------------------------------------
Prince
---------------
The Prince is the ultimate authority in the Masquerade. It is her or his duty to oversee the maintenance of the Traditions. The Prince is the facilitator for most Primogen meetings and is responsible for keeping the decorum of Kindred events. With the title comes the automatic administration of the fief of Old Town Alexandria and the Capitol Elysium underneath. The current Prince of the Empire is Prince Pierce de la Croix. The Prince manages the empire and prevents (and seals, wherenecessary) breaches in the Masquerade.
---------------
Domain Lord
---------------
A Domain Lord is the penultimate title, rivaling (and occasionally eclipsing) the title of Prince. Domain Lords are charged with the administration of several fiefdoms, and most Lords serve on the Primogenerate. The Domain Lords of the Potomac Empire include Nikoli of the Brujah (Eastern Empire), Joan of the Malkavians (Ivy Triangle), Alistair Cairns of the Tremere (Georgetown West), Phillipe of the Toreador (Smithsonian), Sampson of the Gangrel (Wildes), Roman Polloch of the Ventrue (Reston-Herndon), Pierce de la Croix of the Ventrue (Alexandria), Samuel Rothstein of the Ventrue (Arlington), and Caius of the Nosferatu (Deep Undercity). Domain Lords maintain a domain.
---------------
Duke
---------------
A Duke is the domitor of a relatively large or economically important domain, yet is of less political stature or age, or are of higher generation than a Domain Lord. Dukes of the Potomac Empire include Immanuel of the Malkavians (duke of fairfax city), Shlomo Rothstein of the Ventrue (duke of northwest city), Pierce de la Croix of the Ventrue (duke of rosslyn), Roman Polloch of the Ventrue (duke of arlington and reston), James of the Brujah (duke of springfield), and Basil of the Toreador (duke of adam’s morgan). Dukes maintain a duchy.
---------------
Baron or principio
---------------
A Baron is the local leader of kindred affairs, a sort-of “sub-Prince.” A Baron would be charged with upholding the Masquerade and the Imperial edicts in a specified neighborhood or part of town. A barony is often divided into a few fiefs given to underlings as havens. A principio maintains a citadel, whereas a Baron maintains a barony.
---------------
Proctor
---------------
A Proctor is charged with maintaining the Masquerade in a Camarilla protectorate.
---------------
Count, Contessa
---------------
The only gender-specific term in all of the Peerage system, this is the most common. Younger vampires (those born after the printing of Bram Stoker’s little tale) think rather derisively of the title. Many Counts and Countessas call themselves “Bosses” of a bit of turf. The title is the primary one that kindred must have to be considered of the peerage. A Count or Countess has the administration of the Masquerade under their respective Barons or Dukes. Translation: a few blocks of domain, with some business/gang/orchestra/whatever interests within.
---------------
Multiple Titles
---------------
If a kindred peer of the Empire holds more than one title, they are formally read in ascending order. For example, the bailiff or keeper of a given Elysium would announce the arrival of the Prince: “Pierce de la Croix, Count of Clifton, Principio of Crystal Citadel, Duke of Rosslyn, Domain Lord of Alexandria and Prince of the Potomac Empire.”
-----
a note on lesser titles:
Keepers of Elysia, Sherriffs, the sundry Deputies and the dredded Scourge often wield at least some local power or responsibility within their given fief or elysia.
Also, during the reigns of Princes Jacob McAuffe and Elaine Montcomb, the S'eth Hadar was widely used. The S'ethi titles were not often used as an introduction in a party.
--------------------------------------
Political Boundaries
--------------------------------------
As established by Treatise Title Thirty-Seven Entitlement by the Potomac Conclave of Anno Domini, Nineteen Hundred and Ninety Two. Three Justicars of the Camarilla Presiding: Clan Brujah, Clan Malkavian, and Clan Ventrue.
---------------
The Southern Potomac Empire:
CAPITOL: Alexandria Elysium, beneath Old Torpedo Factory.
Official Vampiric Population:
Actual estimated:
Dominant Clans: Ventrue, Brujah, Gangrel, Tremere
Domain of Alexandria:
1.) Ventrue / cosmopolitan Principality of Alexandria, fair capitol of the Empire:
Prince: Pierce de la Croix
Capitol Elysium: Sh’hithul Kahadt, The Alexandria upper Undercity, the cavernous and extensive Alexandria Elysium below Old Torpedo Factory serves as the cultural capitol of not only Alexandria, but of the empire, and those closest to the Prince and Primogen attend regularly. The Elysium boasts a theater, a swim club, a gondola water ride, “winter homes” for conclaves, a vast underground maze of hallways, an impressive throne room, several porticoes and exquisite sitting rooms. The rambling tunnels, first built with the growing port town of Alexandria in the early seventeen hundreds, connect with other important gathering areas of kindred, including the deep Undercity (Domain of the Nosferatu).
The Hall of the Primogenerate lies beneath Alexandria City Hall and is connected via tunnel to Sh’hithul Kahadt. The hall is the political capitol of the empire.
Other Kindred areas of interest:
- Old Town (with its cobbled streets, the capitol is beautiful this time of year. has many shops that are open late. No hunting is permitted in Old Town.
•        Tremere-owned Apothecary museum and store
•        Apothecary owned by strange, yet Masquerade-abiding creatures
•        Rare books store
- The Lyceum (Ventrue-sponsored speakers during the day, Ventrue lecture hall and chess-club by night)
- The Academy (Toreador guild)
- Lobbyist district (tread carefully… use non-kindred intermediaries only unless permitted by Imperial decree.)

Presented to the Prince and approved permanent residence:
-Melisand Granger, Toreador keeper
-Shawn, Toreador
-Amœlia, Toreador
-Ricardo, Toreador
-Benjamin Cohen, Toreador
-James Buckley, Ventrue
-Patrick Timothy III, Ventrue
-Alexi Petrunich, Tremere
-Bethany, Tremere
-Jamie, Tremere
-Max, Gangrel
-8-ball, Brujah
Kindred Population Limit: 12*
Population limit may increase for Conclaves, Elysium events, et cetera. Temporary though lush housing is available to the wealthy (starting at $1mil for 50yr. contract). Suffice to say, if Kindred remain in the good graces of the Harpies that run the Elysium and remain useful, they can sup of the fat of the land (err… blood). This comes at a price, for the game is very precarious. The Tremere maintain a Chantry at the south end of the Principality of Old Town [the Southpoint chantry] and a museum/shoppe, the Apothecary.
The Principality of Alexandria is subdivided into four Fiefdoms:
-Capitol Elysium Fief (above and below), Countess Melisand Granger of the Toreador
-Garden Fief, Countess Alexi Petrinich of the Tremere
-North Washington Fief, Count James Buckley of the Ventrue
-National Airport Security Zone, Count Max
2.) Tremere Barony of Del Ray:
Baron: Cleo Saint Sebastian, Tremere
Capitol: Lighthouse Chantry. The Chantry is the temporal and spiritual home to the Pyramid’s great endeavor. From this node-powered monolith, the Tremere once ruled in pride over their peers. It remains a landmark, towering over the cobbled streets of Old Town.
The Barony extends from the Lighthouse northwest. The town is crime infested, though there are some bohemian areas to be found as well.

Presented to the Prince and approved permanent residence:
-Cleo Saint Sebastian, Tremere
-Esperanza Villalobos, Tremere
-Vousette Petit, Tremere
-Iphigenia Westaby, Tremere
-Ana deBeerz, Tremere
-t'Ukue Mtumo, Tremere
Kindred Population Limit: 10
The Barony of Del Ray might be subdivided in some way (certainly there is enough territory), but the Tremere administration is very secretive. Most Kindred simply know to stay out of Del Ray and leave it to the witches in their Tower. Unlike most Camarilla Kindred, the Tremere appear to live somewhat communally, and therefore need little subdivided domains between them.
3.) Tremere Barony of Landmark:
        Baron: Pauline, Tremere
        Capitol: Library
        Kindred Population Limit: 5
Domain of Arlington:
1.) Ventrue Duchy of Rosslyn:
2.) Ventrue Duchy of Arlington:
3.) Ventrue Crystal Citadel (principio is equivalent to a baron in the peerage system):
4.) Ventrue Barony of Bailey’s Crossroads:
Domain of Springfield-Burke:
1.) Brujah Duchy of Springfield:
2.) Brujah Barony of Burke:
3.) Brujah Barony of Vienna:
4.) Brujah Barony of Annandale:
5.) Brujah Citadel of Linconia:
Domain of Fairfax:
1.) Malkavian/cosmopolitan Duchy of Fairfax City:
2.) Tremere Protectorate of Falls Church:
3.) Ventrue Duchy of Reston:
4.) Ventrue Barony of Herndon:
5.) Brujah/cosmopolitan Protectorate of Eastern Fairfax:
6.) Ventrue/cosmopolitan Protectorate of Tyson - Dulles:
7.) Gangrel Protectorate of the Greens:
