Our notice of the Budget Proposal
Please remember that the following notification does not mean that we are defunded. Rather it has been proposed in the President's budget. Congress is in charge of the actual appropriations. Therefore it is important that we contact our congressman or congresswoman and let them know how TRiO and Upward Bound Math Science has helped you. Here is the notification that we received from the Council for Opportunity in Education:

Dear TRIO Community,

Today it was confirmed that the Bush Administration has once again chosen to eliminate Upward Bound and Talent Search. There seems to be some confusion about what this means compared to last year. Please let me explain. Today's announcement means Talent Search and Upward Bound's funding for the FY 2007-2008 academic year would be eliminated if Congress chose to listen to the President's proposal. Last year's proposed elimination of Talent Search and Upward Bound was for the FY 2006-2007 academic year. Please remember the Presidential Budget submitted to Congress in February of each year is only a proposal of what Congress should do with federal money and it does not mean Congress will support the Bush proposal.

Last year we were able to defeat the President's Budget proposal by outreaching to Representatives, Senators, and their staffs. This outreach led to the reinstatement of Talent Search and Upward Bound during the Congressional Appropriations process (which begins in March). The appropriations process actually gives programs their money and is the Congressional response to the President's Budget. Please remember that while being zeroed out in the President's Budget is of tremendous concern, it is the Appropriations process that determines the money given to the TRIO programs each year.

With that being said, unfortunately we are in the same situation we were in last year with the elimination of the Talent Search, Upward Bound and Gear Up programs. Attached, COE has drafted a sample letter for you and others in the TRIO community (parents and school officials) to send to your Congressman and Senators AS SOON AS POSSIBLE. I know that you all are extremely busy, but the more letters we get out in the next week, the more of an impact we are going to make on Capitol Hill. Please remember to either email or fax these letters to your Members and Senators offices in Washington, DC and to mail a copy to their district offices as well. Please do not mail the letters to the DC offices because they will not get there due to heightened security in Washington. Also do not worry about sending duplicates to DC and regional offices. Duplicates are fine and we need as many letters sent as we can.

Thank you so much for your quick response to this request! With your help, this year we will be as successful as last year in eliminating the President's Budget proposal.
